Barrister Bilal Naseer

Bilal is a Barrister-at-Law with extensive experience in litigation, regulatory advisory, and cross-border legal structuring. He began his career at the Attorney General’s Office, Islamabad, assisting in high-profile international arbitrations (Reko Diq, Karkey, Kishenganga/Ratle) and landmark constitutional litigation before the Supreme Court, including the Panama Papers and environmental protection cases.

Biography

Bilal is a Barrister-at-Law with extensive experience in litigation, regulatory advisory, and cross-border legal structuring. He began his career at the Attorney General’s Office, Islamabad, assisting in high-profile international arbitrations (Reko Diq, Karkey, Kishenganga/Ratle) and landmark constitutional litigation before the Supreme Court, including the Panama Papers and environmental protection cases.

As Legal Counsel to the Capital Development Authority (CDA), he advises on litigation strategy, regulatory compliance, and institutional reform. He regularly appears before the Islamabad High Court and District Courts and has helped secure dismissals in complex and longstanding cases. His work includes drafting regulations on public-private partnerships and sanitation services, submitting fiscal summaries to the Ministry of Interior, mediating zoning and property disputes, and conducting legal training for CDA staff.

Bilal also assists the Pakistan Medical and Dental Council (PMDC) in managing High Court litigation concerning institutional regulation and medical education. He has structured real estate transactions exceeding USD 1.5 million, drafted infrastructure access agreements, and issued regulatory opinions for the transfer of immovable property.

In addition, Bilal has been associated with Said & Co. as a Senior Associate since 2021, operating remotely from Pakistan with periodic visits to Dubai. In this role, he has advised multinational clients on foreign direct investment (FDI) in Pakistan and the UAE, led cross-border legal structuring, and drafted MOUs and joint venture agreements for renewable energy, real estate, and infrastructure projects. He has also assisted in arbitration and litigation over major real estate disputes and advised companies such as Huawei and LG Electronics across the Middle East and Africa.

He regularly advises public and private sector banks—including Zarai Taraqiati Bank Limited (ZTBL)—on compliance, foreclosure, and security structuring. He has appeared in FIA proceedings involving cybercrime, financial fraud, and IP violations, as well as tax and customs disputes before appellate forums. Bilal also supports start-ups with company incorporation and regulatory setup.
